The protesting farmers' main demand to legalise the minimum support price (MSP) regime has divided opinion. One school of thought says it would lead to crop diversification and help India keep under check its burgeoning import bill on edible oils and pulses, while another says it would incentivise farmers to produce low-quality crops. Contrary to popular perception, India has a trade surplus in agriculture and allied activities, which stood at $18.65 billion during 2022-23 (FY23) against $15.92 billion in the previous year. However, the surplus was mainly on account of rice, wheat, sugar, spices, and buffalo meat.
If states have to fall in line with MSPs declared by political parties, they will have to do so in violation of central order or bear the full expense of the surplus procured at above MSP rates.
The government on Wednesday raised the minimum support price (MSP) for paddy by 5.35 per cent to Rs 2,300 per quintal for the 2024-25 kharif marketing season. The hike in paddy support price comes despite the government sitting on surplus rice stocks, but it is significant ahead of elections in states like Haryana, Maharashtra, Jharkhand, and Delhi.

More important is to diversify the country's farm production base.
If more commodities which have seen a sharp rise in MSP are to be procured, such as pulses, oilseed and cereals, there could be a storage problem. Also, if state-owned Cotton Corporation of India joins in, this problem will aggravate.

Fearing likely shortage, the government on Thursday said it has made an advance plan to import about 10 lakh tonne higher quality of tur dal via private trade this year to meet the domestic requirement. The issue was discussed in a high-level meeting called by the cabinet secretary to review the prices of essential commodities, especially pulses and onions. Tur production is pegged lower at 3.89 million tonne in the 2022-23 crop year (July-June) from 4.34 million tonne in the previous year as per the initial projection made by the agriculture ministry. Tur is a kharif crop.
